This is a mapping of the IDW reboot of the GI Joe universe through the Civil War story line.
You could rearrange the Origins stories to be in chronological order but I think release order makes for a better reading experience. A lot of Civil War happens simultaneously but I think the order listed below makes the most sense.

You could include the Cobra Annual at the end of Civil War but in feels more like an introduction to the next storyline than a wrap-up to the previous one.
Is there any specific reason you decided not to bind the “Hearts & Minds” mini and the “Infestation” tie-in series?
I had assumed that Hearts and Minds was part of the movie continuity and not part of the IDW Joe universe. It is well written and now I kinda wish I had included it. I’m not sure where it would fit best though. Presumably as part of Origins…
I didn’t really like Infestation and figured anyone who liked it would probably make an infestation bind. I can’t picturing the infestation event not having an impact in the other stories so as far as my binds are concerned, it never happened!
Maybe you could include Hearts & Minds when you bind Cobra Command, since that story itself probably isn’t big enough for its own bind (depending on your standards).
That sounds like a great way to pad out Cobra Command. Since H&M doesn’t really have to be at any specific point in time, it can work well anywhere.
