To clarify why JLI 25 goes at the beginning of the JLA book, it really is a JLA issue in all but title graphic. It’s the beginning of the Blue Beetle arc that goes through the next few issues of JLA, and if you have the issue in hand, you’ll see that JLI 24 is the best ending point for Vol. 1.

What about the two Justice League International Specials?
Excellent question! Even though they’re JLI-branded, I think they work much better as part of the main character’s respective series. JLI Special #2 is all but The Huntress #20, and the Mr. Miracle one continues directly in MM #13.
